Motivation consists of processes occurring in the brain. It arises from the individual's dispositions interacting with the immediate environment so the answer is 'both'. Dispositions can be short-term in the form of states (e.g. anxiety, hunger) or long-term in the form of traits (e.g. conscientiousness). Of courses these are simplifications but they provide workable opportunities for prediction and control
